The law firms
primary area of practice is Texas public school and governmental
law. Attorneys in the firm represent school districts and other
governmental entities in a wide variety of courts and administrative
agencies including the United States Supreme Court, United States
Court of Appeals for the Fifth Circuit, United States District Courts,
Texas trial and appellate courts, and the Supreme Court of Texas.
The firm also advises and represents clients in governmental meetings
and administrative hearings.
The firm frequently
makes presentations on a wide variety of legal topics, conducts
workshops in conjunction with local education service centers, and
presents legal topics at school law seminars and conferences sponsored
by nationally recognized educational organizations. The Law Offices
of Robert E. Luna, P.C. is registered with the Texas Education Agency
as a provider of State-required continuing education programs for
school board members.
The present
law firm was founded in 1996 upon the retirement of the late Earl
Luna, who practiced Texas public school and governmental law for
47 years. He also served as a school board trustee and Board President
for the Garland Independent School District. The law firm employs
thirteen attorneys.
